Tamatea Restorative Services Position (Central Hawkes Bay - Waipukurau)

Expressions of Interest are invited for the position as Community Facilitator to establish this new Community Response

Overall purpose of position

This is a new role in a Pilot programme that aims to work under Restorative principles, co-ordinating support for Participants[1] to help them make change in their lives. 

** This is a Part-time, Fixed Term Position. Initially estimated to be 15-20 (flexible) hours per week, with potential to grow. A work-base will be provided in Waipukurau, but work from home is an option, with work hours flexibility, and travel around the Central Hawkes Bay area necessary, to meet probable Participants.

Referrals to the service will occur via a Police Lead Co-ordinating Team and/or the courts.

 

Background

 

Members of the CHB Community have come together to implement a community-based approach that aligns with Govt priorities to reduce offending for our people in CHB.  Whanaunatanga concepts are at the core of the vision – strengthening participants through relationships. We believe for our community it is about providing a pathway for all.  Tikanga Māori values will be an overriding principle in any work we do and will be mana enhancing. It is strongly founded in “community” and how support is co-ordinated & implemented, to achieve fullest potential.  Working with an iwi/community panel is core to our processes, enabling connections with flexibility so any pathway can respond where the people feel comfortable.

It is anticipated this programme will evolve – the vision and thinking of the person appointed will be influential in that evolution.

 

[1] Participants : Referrals from the Justice system uses “Offenders”. When Offenders ‘want to be a part of this process they become Participants in the Restorative Process

 

The role is to work within the principles of Restorative Practice under a Te Pae Oranga (TPO) and HB Restorative Justice (HBRJ) combined Model, weaving into a process that achieves the wider vision of the CHB Community to reduce offending in Central Hawke’s Bay.  

 

Essentially this role will be split into two parts:

  1. Coordinate, facilitate, advocate, administer and act on outcomes of Iwi/Community panels and/or Conferences with Participants & Victims and their Support People.

  2. Working alongside Restorative Justice for co-ordination with Family Harm referrals and other cases that include CHB community members referred from the Hastings/Napier courts.

                                                

 

 

The role may also involve working with HBRJ as a Facilitator in Hastings or Napier based cases.

 

[1] Management of ‘Family Harm’ referrals from the court are made to approved Restorative Justice Providers and may only be managed by RJ Facilitators with “Endorsed Accreditation” status. The Restorative Practice Facilitator in this ‘Pilot’ will work with the Qualified RJ Facilitator using Community Strengthening to enhance the process.

This Facilitator position will:

  • Make initial connections with Potential Participants (Victims of offences and Offending person, to gain an understanding of each and consider a willingness to participate as a constructive Restorative way forwards

  • Facilitate and Coordinate-Iwi/community panels and Victim-Offender Conferences, and

  • Use community links to help the Participant restore the impact of the offending and to support the Participant to make changes that demonstrate “taking responsibility” to help restoration of/for victims and Restoring his/her own life.

  • Participate in Court advocacy and Co-ordinator responsibilities at the Waipukurau Court.

  • Work alongside the HBRJ Family Harm Facilitator to help draw on Community Supports as part of the pathway of Restorative process[1].
